Museums, offices, public buildings and shops all want to know how many people come in. Increasingly they also have to answer a second question from visitors, employees, works councils and data protection officers: what does the counting device see? This article explains the difference between counting methods in plain terms and what "camera-free" means for the data you end up holding.
Two families of people counters
Camera-based counters capture video or still images of the doorway and use software to detect people in them. Some process the images on the device and discard them immediately; some send them to a server. Either way, an image of a person exists at some point, and the organisation has to explain in its privacy documentation why, for how long and who could access it.
Camera-free counters detect people without forming an image. Break-beam sensors notice an interrupted light beam. Thermal sensors see warm shapes. Time-of-Flight (ToF) sensors, which the WELLPOINT People Counter uses, measure distances: they send out short pulses of infrared light and time the return, building a rough distance map of the doorway many times per second. A person walking through appears as a moving shape at a certain range and nothing more.
What a ToF counter actually records
The device produces events: a pass in the IN direction at 10:42:17, a pass in the OUT direction at 10:43:05. Those events are aggregated into counts per time period. There is no image, no face, no clothing, no height or body shape stored, and no way to recognise the same person twice. The WELLPOINT People Counter is not designed for face recognition, age or gender estimation, heat maps or behavioural video analytics, and cannot perform them.
This is the important distinction: a camera-free counter does not anonymise personal data after collecting it. It never collects personal data about visitors in the first place. The counting data is a set of numbers about a doorway.
What we say and what we avoid saying
You will find "GDPR compliant" on many product pages across the industry, including older WELLPOINT material. We prefer to describe the technology precisely and let your data protection officer draw the conclusion: the counter is camera-free, it records direction and time only, and the data cannot be linked to an individual. Compliance is a property of how an organisation uses a system, not a sticker on a device. What a camera-free design does is make that assessment short.
Where privacy matters most
- Museums and public buildings, where visitors expect discretion and the institution is trusted.
- Workplaces, where occupancy data must not become employee monitoring. A counter that cannot identify anyone keeps works councils and HR comfortable.
- Restrooms, where a camera is out of the question and usage data is still valuable for cleaning and planning.
- Schools, clinics and libraries, where the people counted include children and vulnerable groups.
Questions to ask any people-counting vendor
- Does the device capture images at any point, even briefly?
- What exactly is stored, on the device and in the cloud?
- Can the system recognise or track an individual across visits or entrances?
- Where is the data hosted and who can access it?
- What is in the contract about data use by the vendor?
